Is it just me or is icloud photos download speed RIDICULOUSLY SLOW?

I am on a 350 Mbps connection and even on my works 1Gbps connection the files seem to almost have a set download timer. Its rather annoying compared to the bump in performance I am seeing from my s3 buckets and other media dumps.
