Just opened up the m2 max with 30 gpu cores and it looks like the same size as the m2 pro heat sink. (See pic)

Is it me or does the M2 Max 30 cores look the same size as the M2 Pro?

They are clearly different sizes.
In the left photo, there's a gap above, and the top of the chip is level with those cylindrical transisters.
In the right photo, there's also no gap above before the other chip, and the top is above the transisters and level with the wires

Well your title suggested the chips were the same size, not the heat sinks
No doubt that is where the warm things are, and the rest of the chip a) doesnt need it or b) the top part conducts heat into the heatsink
