The X didn’t come out until 2 months after a normal launch.

Is it possible to see a budget 6.1 inch and an X plus but the X to remain unchanged?

No, it probably won't be a big change (and will look identical, other than maybe a new color option) but will at least have an A12, some camera improvements and an upgraded cellular modem. Rumor has it that it will also be a bit cheaper to manufacture allowing Apple to decrease the price and preserve margins.
 
We already know the 2018 models come with much better 4x4 MIMO antennas and Gigabit LTE. This is in addition to 4GB RAM and A12.
 
I don’t expect it to have design changes but there will be a new chipset, under the hood improvements and some other new features.
 
When has Apple ever offered an iPhone that would remain unchanged from the previous year? Physically, iPhones traditionally don’t change _that_ much on an annual basis, which I would still expect the same form factor and materials used on the iPhone X, but with Camera provement’s, Face ID refinements, processor/ram upgrades, etc.
