Is it possible to "bypass' iCloud lock on an intel macbook pro by installing windows?

Since it is possible to make a windows installer usb and obtain bootcamp software anyways, would there be anything stopping me from going to the boot menu on a macbook with activation lock and just installing a different OS? or is that one of the things apple blocks when the macbook is locked? I'm thinking of maybe buying one of the many cheap icloud locked macs ive seen and just running windows, as i honestly dont really have an need for macos, and i like the high specs and nice screens of macbook pros.

To my knowledge the activation lock means you can't install or run anything.
