Is it possible to cancel or get refund from appstore ?

I have two iTunes Accounts
I bought an app which cost $14.99 with one of my accounts several weeks ago

I tried to update the app recently, clicked the purchase button and bought the app again with my another iTunes account.

I tried to cancel but too late.

Is it possible to get refund ?

I've gotten a refund before this way. I bought Jaadu iTeleport for $25, then later on went to re-download it on my iPad, but clicked the wrong one. They have two versions that look nearly identical on the app store page. Apple took care of it with this explanation.

I saw that video a few weeks ago, and it has helped me return an app that I accidentally bought (as I have 2 accounts). Within a few days Apple replied, telling me that the cost would be refunded to my iTunes credit.
