On MacOS and iOS there is a PassKey created for the iCloud Apple Account and stored in iCloud Keychain, but is not visible in the Passwords app as such it can't be shared. I can two Apple Accounts: one I used for iCloud and one I use for Media. I can only use a PassKey for the iCloud account with my devices because in order to use the Media one I would need to sign into iCloud with that Apple Account.

The closest I can get is to sign into iCloud with my Media Apple Account on an unused iOS device and then use the "Use PassKey on other device" option to sign into my Apple Account, which is convoluted and not at all convenient.

Is there any way to either create a Passkey for an Apple Account or copy the PassKey to another device that is not signed into the same iCloud account?
 
No - at this time Passkeys cannot be exported / imported. The FIDO alliance (including Apple) are currently working on a specification that will allow this, but it is not ready yet.
