iOS Is it possible to detect Apple Pencil hovering above the display?

Basically think of it like a mouse's hover event. Or like how the pen on the Galaxy Note can be detected by its display when it's hovering over certain UI elements.

Are there any APIs from Apple that make this functionality possible within my own app on the iPad using Apple Pencil?

Do you mean when the pencil isn’t touching the screen? No.
