Is it possible to get past the setup screens on new iPhones without having access to Cellular/Wi-Fi or a computer?

That's what I was afraid of... I was in the middle of nowhere with no cell signal. (Upstate NY) Also didn't have a laptop/PC/Mac... made the mistake of having the new iPhone sent there. Had to drive 40 minutes to the nearest place with cell signal to get it activated. :(
 
I can only speak for unlocked iPhones but you can fat thumb your way around the setup question purely to get "past the setup". When it ask you for data you need to go into wifi and back out in a round about way to get it to prompt you "next" to bypass having data.

I have a few model iPones from various years I need to use for testing at times. I dont want them on my iCloud or to update so I skip over all that. When I restore them as new.
 
Maybe a satellite phone make more sense for you.

no... I didn't need to use the phone. It was a new iPhone 12 Pro that was given to someone as a birthday gift. Unfortunately, being in the middle of nowhere, we were not able to activate the new phone. (at least get to the home screen to play with the phone) But we drove almost 40 minutes to the nearest little town where we used the local library's wifi to activate the phone...
