My iphone was on 2.2.1 Modem 2.28 for ever. I decided to JB yesterday to 3.1.2. Not realizing I needed to JB to 3.0 first to get Modem 4.28, I pretty much bricked my phone. I ended up restoring though itunes and got modem 5.11.

I understand at this time an unlock is not possible at 5.11. I'm not too concerned with an unlock as AT&T is pretty much all that works around where I live. Though it would be a nice feature to have.

What I want to know is, is it possible to use pwnage tool and go back to 3.0 to get the proper modem FW. Then re JB to 3.1.2?

Or most important, can I still JB this phone at 3.1.2 even though I did a restore and fore go the unlock and still have the JB need.
If so, I've heard "fuzzyband" can possibly lower the modem fw.

Downgrading your firmware will not downgrade your baseband. You can try using fuzzyband (in cydia) to try and downgrade your baseband. It will only work if you have the right bootloader version. It will tell you whether or not you are able to downgrade.
 
I did something similar, updated to 3.1 but kept the 2.2 baseband :p

Then I updated to 3.0 in iTunes, updating the baseband, then used PwnageTool to update to 3.1, keeping it unlockable.
