Once, a 5s is jailbroken, is it possible to unlock the phone so it will accept all networks and SIM cards?

I remember doing this with me jailbroken iphone 4 in 2010.

( I have a 5s locked to the EE/T mobile network in the uk )
 
Yes.


The uk network will typically just send you an e mail when its been done and you just insert a non ee sim network in it. ie : O2 for example.

The 5s then unlocks without even having to hook up to iTunes.

The jailbreak software plays no part.

Surely your suggestion only works if you are the original owner of the phone...
 
Jail breaking the iPhone does not lead to unlocking it to all networks.

Most networks unlock for a small fee.

If you are asking about software unlocks - those are a thing of the past - no new software unlocks for over 3 years

For 5S, unlock option is IMEI unlock from carrier who sold it or after-market dealer (if you can find one that can do 5S unlocks - if you do, it will likely be quite expensive)
 
Nope there are no software unlocks that are working anymore.

Get an IMEI unlock either through the carrier or using an unlock service online.
 
That's one of the beautiful things about owning an iPhone 5 or newer on Verizon; it's unlocked from the very beginning!

That is not what he's asking.
He wants to unlock his iPhone via software hack.
Not by requesting an official unlock by the carrier.
The answer is no. There is no software unlock via jailbreaking the 5S currently.
