Is it possible to update from iOS 7 to 8?

iPhone 5S running iOS 7 wants to run Uber app which requires iOS 8 or higher. My wife doesn't want to upgrade all the way to 10.3, so is it possible to just make an incremental upgrade from iOS 7 to 8?
