- Export the list of applications installed on the ipad (PDF)
- Manage your music and photos without a computer but only from an external hard drive / USB
- Exclude from the icloud backup data from the music and photo library (to reduce the size of the backup).

I’m running iPadOS 13.1
 
- export list: I'm not aware of a solution for this

- manage your music and photos using external hard disk: I'm not running iOS 13 beta like you are, so I can't be definitive, but under iOS 12 you can't really access music or photos from an external hard disk using the Files app. Only applications that choose to support Files functionality show up in the Files app, and Apple's first-party applications like Music don't do that (Music doesn't do it to limit music sharing - you can put music tracks into iOS, but Apple won't help you get them out onto another device that isn't running iTunes.

- exclude music / photos from iCloud backup: these already are excluded from your iCloud backup unless you have turned on iTunes Match for music or iCloud Photo Library for photos. With iCloud Photo Library off you can have My Photo Stream turned on, and I don't think it counts against your storage.

iTunes Match music and iCloud Photo Library are off but the iCloud backup for my iPad Pro 256gb it’s stil 53go?

Sometimes it can be tricky to figure out what is taking up all the space. If you go into Settings > General > iPad Storage you will get a graphic and a listing of storage in use by different apps. This should help you figure out what is going on. Also, I don't think that the listing includes the storage used by the app itself - the code and resources.
