Hi, when I picked up my MBO, I mentioned about the spotlight issue on the screen if my iPad Pro 12.9 2017. The staff asked me to bring it to the store and mentioned that Apple does not repair but replace iPad Pro. Is it really true? If they don’t give me a new one, I would rather them repair mine than give me a refurbruished one previously owned by somebody else.

No way to guarantee whether you're getting new or refurb. Although with 2nd gen, chances are it's refurb.

That said, refurbs have new chassis and new battery. Been very happy with the refurbs I've gotten. Albeit with Best Buy sales for brand new often cheaper than refurbs, I haven't bought refurb for the past few years.

It's more that they can't repair your iPad. It's glued down pretty shut, so it's considered more expedient for the people at the apple store to just hand you a refurbished unit than attempt to take it apart and fix the innards or replace the battery.

Did the Apple Store tell you the cost of the repair/replacement?

Apple's refurbs will not have any evidence of previous owner. Refurbs are in some ways better inspected than a brand new iPad.
Apple even assigns new serial numbers, so you are unlikely to see any difference between a refurb, and a brand new iPad.

This one's standard anyway. $599 for 2017 Pro 12.9.

Kinda wish Apple had non-expiring monthly AppleCare+ when I bought my Pro. Dunno what I'll do if something happens to mine. Doesn't seem worth it spending $600+tax for OOW replacement but neither do I wish to spend $1500-1700+tax for a 3rd or 4th gen (512GB-1TB LTE).

I got a refurb, and immediately requested a Battery Diagnostic be done, because back then my 9.7” Pro had excessive battery wear and degradation like at 40% which below their replacement threshold so they agreed to replace it. The “new or refurbished“ 9.7” Pro was worse at like 35% The look on their faces. I stopped everything grabbed both iPad Pros cuz they just wanted to sweep it under the rug, requested the manager which no one does at the Apple store. Explained the issue to her. And she immediately told her staff to give me a new sealed 9.7” Pro.

I’ve seen many people request for a manager at the Apple Store. Too many times to count!

Just over a year ago i had an issue with my 2017 iPad Pro, it wouldn't recognise touch and eventually it wouldn't turn on at all. Apple initially wanted to charge me £500 to repair it. After sending a strongly worded (but not rude or nasty) email to Phil Schiller, i received a phone call from Apple executive relations. A box was quickly sent out to me, (the next day) i sent the iPad off and within a further 24 hours i received a new 2017 iPad Pro.

The new iPad could of been because it couldn't be repaired and it simply died or you could be correct and Apple doesn't repair iPad Pro's. Maybe it costs them more to repair than it would to send out a new iPad.
