My father in-law has a 2011 Macbook Pro with i5 processor. Is it safe to upgrade fom Maverick to Yosemite now without causing a significant slowdown on his older mac ?

If you are unsure, create a separate partition and install Yosemite to the newly created partition. Your father-in law can check out Yosemite and if he does not like it, boot back to his primary partition and delete the partition where Yosemite is installed. Think of this a a trial run without committing right away.
