I bought a new iPad Pro for my wife 1 month ago, and she has been getting a message when using Safari that the iPad is infested with viruses. It states to download a VPN to fix the problem. The VPN app is described as downloadable from the Apple App Store but the URL is suspicious. Closing the message works only a short time before it reappears. Clearing "Website Data" in settings keeps it from reappearing - so far. BTW, the message states the viruses came from adult site, but I know that never occurred. A pic of the messages is attached. Is it spam?

My mom had a similar message appearing on her iPhone a few weeks ago. After examining it, I realized that somehow it was being triggered by a Solitaire game app she was using quite often. I told her to delete the app and the issue went away. It seemed like the app was triggering this message as an advertisement.

This looks like a pretty straight forward attempt at fooling you, probably phishing. See if you can get it to trigger again so you can reproduce it, then take screenshots and if it’s caused by an app, report a problem in the App Sore to warn other users too.
 
It's a well known scam to try to get you to buy a cleaning by the people responsible for the scam. Take screenshots and report it to Apple with all the details. Usually this comes about through a browser. Never have seen it through an App.
