is it true that for iphone14 its location can be located even though no internet connection?

so my iphone 14 can be located with or without internet connection right? how do l get this set up. thanks

I think any iPhone automatically knows where you as long as you have a mobile (phone) connection. 12 years ago in India with my iPhone 3GS as long as I had a downloaded map it could show me my location on the (Google) map even though mobile data wasn’t available when I was out and about (only WiFi). Apple Maps insisted on using live map data though - so without a mobile data connection it was useless.
