I just bought a new PB.
Should I have waited?
I guess its too late now, but for an average computer user, how will this new technology affect me?

If you have a mac right now wait If you are still using pc go out and get one apple just updated the powerbook line.

IMO, I'd rather have a Rev. E Powerbook than a Rev. A Intel Powerbook since Rev. A's may have some bugs in them that will probably be ironed out in the Rev. B.

If it were me I would get a Rev. E Powerbook, then by the time the Rev. B/C Intels are out, it may time for another upgrade.

But that's just me....

Average computer user? No big deal.

The new laptops should have significantly better performance, but not mind-blowing. Battery life will also be better, but almost everything else will be similar. It is worth waiting a year? Not for the average user.
