I'm still with iOS 13.3.1, but I notice that my battery is dropping pretty fast and I'm wondering if I can update to 13.4. Is it worth it? I'm with the iPhone 7.
 
It's a free update with new features. Why not try to see if it resolves your issues?

Only you can decide. Everyone's usage and configuration is different.

WARNING---You won't be able to go back. Apple stopped signing 13.3.1 yesterday.
 
I updated iPhone 11 to iOS 13.4 couple of days ago and it's working great. Not that I experienced anything bad on previous one (I guess 13.2.x), but the phone is much snappier on most recent iOS.
 
Thanks for the opinions guys. Some people says they have a battery drain problem and that’s why I’m 50/50 for the this update 😕 I really wish iOS 14 to be much better than iOS 13

My iPad and iPhone 7 plus on 13.3.1 has no battery issue at all. Even I thought 13.3.1 is the best 13.x version. I have upgraded both to 13.4 with no issue as well.
So, for your case, IMHO there is something wrong in the phone setup / config. Upgrading (likely) will not help unless you solve battery issue first In 13.3.1 (you may try reset all settings or reset all contents without restore, etc).
