iPhone Is it worth upgrading

Maybe it will be uneventful for you and the new features will all work great - but that's not true for a lot of people. Bugs that were present in the early betas are still there. And in some versions there have been battery issues that seem specific to iPhone 7 phones. You cannot go back to iOS 12 from 13 now.
So, my answer would be no, wait until iOS 13 stabilizes before you upgrade. But in the end it depends on how you use your phone, what apps are installed, how your mail is configured, what make/model vehicle you drive (if you use CarPlay) and a bunch of other unpredictable variables. The unpredictability is why I would stay on 12 for now.

Seems like different people with different devices have different experiences (to one degree or another), so there really isn't a particular answer to a question like that for someone.
I can tell you IOS 13 changed something in the way my car stereo reacts to Bluetooth. Hey Siri now has a very noticable lag and it’s not picking up the end of a spoken text message correctly. Was fine before IOS 13. Works just fine in my wifes newer car and not using the car stereo. I researched it and it seems like every new release breaks something with this and it gets ironed out... but that it works on my wife’s car and not mine probably means my car stereo interface is probably just too damn old and needs to be replaced (nissan used a custom Bluetooth module in 2010).
iPhone 8 Plus here, and my Mail doesn't fetch/push. It's really annoying but other than that everything seems ok...

I’m in the same boat you are. I’m still running 12.4.1 on both my XS and Air 2.
At this point I have no plans to upgrade. Every release of 13 seems to fix some bugs but bring a slew of others. Mail seems to be the biggest one of all and so far Apple won’t even seem to acknowledge it since 13 was originally released.

I thought 13 was more about features, but I could be wrong. 11 was features, 12 was clean-up (and in almost every version, very successful).
I went from 12.4.1 to 13.2 when it was released on my 7. It sucked! The app reloads mainly safari were driving me nuts! Everything else worked fine. Now enter 13.2.2. Everything is back to normal. It feels just like 12.4.1 to me. I’m happy. Battery life was the same on 13.2 as 12.4.1 for me. It’s only been an afternoon and one morning with 13.2.2 but it feels the same as before. Might even be a little bit better. You should be fine with updating now. Just make sure after you update to not reboot your phone right away. Let it do it’s indexing stuff without interrupting it. It will get warm for awhile but then it should settle back down and the cpu will idle like it should. Good luck!
That's my understanding as well. Given how 13 has gone I'm anticipating 14 to be the stabilization release.
We all like new features, and I understand that comes with a cost. Bugs/fixes are a necessary part of development but Mail. It's one of my most heavily used apps and I'd imagine for a lot of others it is as well. I need it to work with Exchange before I upgrade my 8+. I'd really like to upgrade and eventually I will but not before I know Mail has been addressed.
I’m on 13.2.2 with my Air2 and everything is fine except for some keyboard issues that started when I went from 12.4.1 to the first version of iOS13. They have been a pain but nothing I would say is a deal breaker. My iPhone X is still on 12.4.1 because I refuse to lose full functionality of 3D Touch.
Agree. My iPads are staying on 12 for the foreseeable future. My 11 Pro Max is obviously stuck with 13, but I bought a used XS Max that hadn't been upgraded from 12.4.1 because of the problems with 13. I will say that with 13.2 and now 2.2 things seem to be stabilizing but it's been a bad ride for the last 6-8 weeks.
When I got my 8+, I was forced into 11 same as you are now with the 11 Pro Max. It was a bumpy few weeks until Apple addressed all the issues but eventually it worked out. Just as it will with 13. While I liked the phone a whole lot after I purchased it, the experience wasn't as great as it could have been because of the poor performance of iOS 11.
Are you experiencing Mail issues with Exchange? From what I've gathered, 13.2 has improved the overall experience significantly, especially with the RAM management issue but seems like folks are still having issues with Mail. Mail, can you believe it? Of all the native apps to have fail. This is 2019!
I still wish Apple would ship new devices with the last version of OS instead of the latest to give people the option of upgrading if they wanted to. I digress.
You're right that 11 eventually became operable, but it was always heavy and slow. 12 was fast and almost elegant in its execution. 13 will get fixed, but probably 14 will be what cleans it up.
Mail - yes, Exchange was an actual disaster. Since 13.2, I am cautiously thinking it may be working. Things have worked and then broken enough in 13 that I'm hedging my bets for the moment.
Love the idea of shipping the new phones with the final version of the prior iOS. 13 was so ****ed up that it really hurt how a lot of us looked at hardware that was really quite amazing.
