My wife and I share an iTunes Store account because we share all our music and apps but, we are probably going to want different iCloud accounts so our photos and other stuff doesn't show up on each others phone. Will we both be able to access the same iTunes Match service even if we are using 2 different iCloud accouts.

I'm in the exact same boat with my wife and would love an answer to this question :D

Yes, all the facilities can be separated. you can have multiple iCloud accounts on the same computer and iDevice too. e.g. one for calendars, one for notes, one for email, one for find-my-iphone, one for iTunes store purchases, one for FaceTime, one for iMessage.. they can all be different iCloud accounts and all on one device.

The only limitation is that only one primary account on each device can be used for photo stream, doc sync and backup and only one account on each device can be used for find-my-iphone (but doesn't need to be same account as photo stream etc). But these accounts can obviously be different on different devices
