is Messages under iCloud normal iCloud backup or SYNC?

hi! i have attached the screenshot. there is a toggle under clouds for messages. is this to turn off if messages are backed at all via icloud back up? OR is this the new iOS 11 iMessage sync across all devices?

Thats iCloud syncing for Messages. There is not option to toggle iCloud backup from saving them. I'm assuming that it will still be included in the backup as it has been.
