So, I normally have always set up new devices as new devices, without loading a back up onto them, in order to avoid potentially bringing over bugs from the previous system. But as it's fairly time consuming, I was wondering if loading an iCloud back up onto a new phone is safe(from bugs) practice. Any insights? Thanks!

I mean any process could have bugs. However, in general, iCloud back ups should not introduce any problems. For the most part things are downloaded fresh from the App Store, Apple Music library and relevant. Other places. Pure data is carried over, but the system itself is “fresh” in the same way, as if you had just copied over the data not system components

Do you think app data could be buggy being brought over from an older system, but not if you do a fresh install of the app? I know this sounds pretty ignorant, just the way my brain is looking at it)

Theoretically possible but very unlikely. I've transferred iCloud Backups from device to device for many years now too without any issues if a bit of anecdotal evidence helps too :)

I think the concern that your previous system might have "bugs" is overblown. Nothing comes over besides data. All system software and apps are installed from the App Store anyway.
