My wife just got a new 6s, and got the blue screen of death (at least that's what people were calling it when I Googled it to try to troubleshoot the issue) on her old 5s so Apple shipped us a "brand new" refurb. It didn't come with a sim card, and I have never put her old one into the device (I've only powered it up once so far) so does it still have to be unlocked by AT&T if I advertise and sell it as such?

it could be unlocked or it can not be. only way to tell is to insert a non att sim card in and try it out. when i still had my 5, a year into using it i got a replacement from apple and it was unlocked. you can try to do the att unlock request
