I got it a month ago. Everything was fine. I would get an occasional kernel panic, but I started getting a LOT last week. I had to erase + reformat my HDD and install Lion again. After an hour or two of use, I get a kernel panic upon startup and it goes back to being stuck on the boot screen.
 
I installed my RAM when I first got it, and everything was fine.
 
I get Kernel panics whenever I test the RAM. Should I reseat them?

Try the original RAM. (Try one at a time.)

Do an SMC reset.

Make sure your fan is actually running.

Yours sound like similar symptoms to mine prior to the complete failure of my logic board (replaced under warranty.)
 
turn it upside down put in the old ram and boot with the lid off. look for spinning fan. more then one of these minis have had fan issues. if the fan spins and the oem ram works your aftermarket ram may have died.

Good idea. And a reminder of how easy to access the mini is. Just might be the easiest-to-access Apple product ever?

more then one of these minis have had fan issues.
It is easy to only partially connect the fan to the motherboard, whether from the factory, or through user error.

yes I have had 3 IIRC 2 were wrong from the factory and 1 I may have done. I have had about 75 -90 2011 minis pass through my hands for mods and then sales on ebay/craigslist /local buyers etc.
