Recently I've had a lot of soft hanging on my system where new apps won't open, which makes me believe maybe there are read failures on my SSD.

Two things of concern from below:
1. `Available Spare Threshold` is 10% which indicates that my reallocated sectors might be really high. I'm surprised, given that `Percentage Used` is only 2% meaning I've only used 2% of the expected SSD life.
2. `13` errors, although I have no idea what they mean.

This is a 15" 2017 MBP with a 1TB SSD.

Heh just kidding. It says "Available Spare" = 100%. The Threshold for erroring is 10%. It's not dying. Maybe I should reformat or something.

May be check the disk with disk utility? And I have had recently issues with Gatekeeper being slow in approving new or changed applications. Scanning seems to take forever. Not sure why, some times it is OK and sometimes it is obviously slow. So if these are just first start of new applications, it may be Gatekeeper taking its time to check notarization.

I recently had an SSD die that die exactly that: Once utilized past a threshold, it began to develop corruption errors and apps would error out or just simply not open until the OS ends up not booting eventually.

I would see if a Fresh install helps, And then try utilizing the drive at least to 25% capacity and then go from there with throwing parts at it.
