Is tapback not working for anyone else?

My friend just downloaded iOS and instead of getting the little "haha" or question mark bubbles on the corner of a text message, she just sees a text that says (Name) Laughed at (text message).

Is anyone else having this issue?

So apparently just turning off iMessages and then turning them back on worked. No restart or anything needed. Thanks!
