Is the Photos app supposed to automatically add more faces?

When Photos was scanning for faces in High Sierra, I went and checked out the folder / album before it was done scanning all photos and noticed that it had picked up my parents, siblings, and a few cousins. It continued in the background for about a day. However, days after, and it still has only picked up the same people as when I initially checked out the album. I notice in pictures that certain faces are "scanned" (such as family members who appear often in my pictures) but they are not in the Faces album. How come they are not showing up unless I add them manually?
