Is the public beta the latest beta?

I know they have just released beta 7, just wondering because I have held off downloading it and now beta 7 is here I am tempting to just go ahead and try the beta.

Yes Public Beta 6 is identical to Developer Beta 7, and is (with the usual warnings and caveats) pretty stable for daily use at this point.

The only caveats that I care about are the apps, I know there are many that are still incompatible, including some key banking ones.

iOS 10 compatible apps will make their way to the app store the week of the update. Some are sneaking their way in now as long as they don't use iOS 10 APIs.
