i remember there was a rumour that ios 11 would feature a multi-item clipboard of sorts, so you could for example select images while browsing and add them into the clipboard. Yet all I see in iOS 12 is just the regular one-item copy and paste commands. Did I misunderstand something?

Shortcuts from apple store. I think that has clipboard everywhere!

There are a number of apps that do this on the App Store. But the implementation isn’t as nice as it could be. You have to manually add them to the app. Some have widgets that auto add when you make them visible in the notifications center. Or when you open said app. But you can’t select text in say safari, hit copy, select another portion and then hit copy again.
