Sometimes when I go to the app switcher and select an app, it seems to open the app along with a second one that it was running with the last time I used it. Other times this does not seem to happen. It reminds me of spaces on Mac OS. Why does it do it sometimes and not other times?

Is there a Mac OS equivalent to Spaces on iOS?

In iOS 11 it now remembers split view apps as spaces. It should always behave this way when you have two apps multitasking slide by side in split view. You can leave split view by resizing / dragging the app off the screen with the divider in the middle. Once you have done this it will forget the app is part of that space. Alternative you can grab the bar at the top of the split view app to toggle between split view and slide over.
You can swipe the slide over app off the screen to hide it and later bring it back by swiping from the right edge of the screen.
It remembers the last used slide over app which can be brought back by swiping from right edge of screen in any app and is not designated to a specific space. To initiate a new slide over app you should do this from the dock or home screen.

It doesn’t specifically remembering that you used safari slide over with that app. It just remembers that Safari was the last app used in slide over mode in any app.
I have had this behaviour occur sometimes when clicking on a link in mail app for example and it can be a bit unexpected.
Another way of putting it:
* Slide over is universal and once initiated can be swiped off the screen and brought back in any app by swiping from right edge of screen in any app.
* Split screen is locked side by side and is remember in that space only and will be forgotten when dismissed (dragged off the screen).
