The Touch Bar is not working for my MacBook Pro 16" 2019 model, other than going to system preference panel, is there an easy way to do volume and brightness control?

You could use the small "Control Center" which is in the top right corner (shortcut: Fn + C).
Otherwise, there might be a shortcut/macro app that can do that.

If you still want to assign a custom key-combination to control the volume, take a look here for an AppleScript.
Obviously you do not have fn-keys anymore so just map something different.

EDIT: I always forget... If you are on Monterey or higher, you can create a shortcut with Shortcuts.app instead of the linked AppleScript.
This should also allow for changing the brightness.
