Is there a theme that alters icons without replacing them?

I can't seem to bring myself to using any icon theme because of the icons that don't get replaced, be it obscure apps or bookmarks, etc. Is there anything that'll, say, skin the current icons so they look smaller, round, etc.? Or is the only way to find a replacement icon for each?

Matte Nano, for example, will make icons the theme doesn't have the PNGs for look like the theme icons. There are many other themes that have those files that sit in the UI Images folder.
