I have access to Photoshop CC & Illustrator CC, I used Adobe's image trace, but it definitely didn't come out like this.

Or can you tell me what the process is to achieve this look?

Yes, just look up "Vector portraits", here is a good website:

It's a great way to practice using the Pen tool.

This might help. You have much better control of the out come and thus better finished products if you do it by hand rather than using automatic tracing tools.

Looks like a trace to me, did you play with the trace settings?
