Let's examine your question more closely.

Do you want the entire contents of your present drive on the flash drive?

Or, do you just want a "basic installation" of Snow Leopard? (that you can then just "dupe" onto any blank drive?)

Or, do you want a bootable USB drive version of the Installer itself?

There are several ways to go here...

Well I want the full thing to clean install on a Hackintosh Mini

You can duplicate a drive with Disk Utility.

A full copy?

Have you checked into Carbon Copy Cloner?

Yes but I'm not 100% if I could use that on an OS'less Hackintosh Mini I'm going to build
