I have some mp3s that I rip from many years ago.

All of a sudden I was not able to play from from my other devices, says it's unavailable. I suspect maybe the artist removed them from apple music?

Anyways, I still have the file and it's in my apple music library on the mac. I just need to force it to reupload it to icloud and hopefully resync it back to my other devices.

Is this possible?

You have to be an iTunes Match subscriber for that to work.

What happens to the music you already had on your devices when you subscribe to Apple Music?

Ok. I didn't realize that. In iTunes, choose File > Library > Update iCloud Music Library.

If that doesn't work, check to make sure iCloud Music Library is turned on on all of your devices? Try cycling it off and on to force an update.

I tried all that, did not work

I'm not sure what the lowdown is if, in fact, an album or song is removed from Apple Music when you presently have that song (your copy) in your catalog and "matched". Is the album not now on Apple Music…and was on it previously?

I'd try this first: put a copy of the album folder somewhere and then totally remove, via iTunes, the one in your lbrary. Then re-add the copy.
