Is there a way to require screentime password or whatnot for making purchases on iOS devices with screentime restrictions enabled?

My sister (9F) has had her Apple ID locked three different times after my mom or brother would do chargebacks for purchases made on her iPhone or M1 iPad Air, without their permission. I would want a screen-time pass-code required so that each and every purchase she makes on the iPad goes through them first. Neither of them have their own iOS devices, but while I could use her old iPad Air 2 for the Ask to Buy feature, the iPad is slow.

You can have your Apple ID required to approve every purchases. Or she could join a shared Family iCloud that your mom would create.

Pretty sure Screen Time will cover this, both iOS and Mac.

Turn on ST, set a passcode, Content > iTunes & App Store Purchases, disallow purchases and installing, require password.
