My parent's iPhone has nearly 50GB photos taking up iCloud but there is no way they take that many photos. I suspect maybe they might have accidentally left the camera app recording HD video for 2 hours and it uploaded to iCloud. Is there any way to see the biggest files in the Photos app? In comparison, I've been using an iPhone for over 10 years, take multiple videos and pics every day, and still manage to have 100GB of photos.
 
No there isn’t AFAIK. Why don’t you go into the video album and see if there’s anything obvious that could be deleted?
 
Get iMazing, connect the phone, open Camera dataset and set the view to List (Details on Win). There should be a separate column for file size, just click on the header to sort. Free version should be more than enough for this.

Note: Won't work if full-res version is offloaded to iCloud.
