Is there a way to signout out of all devices?

something wrong with my apple id/icloud syncing seems to be off. stuff i delete reappears and sometimes stuff i don't even remember.

how can i sign out of all devices as in nothing connected to apple id or icloud, then I will resign in again.

on your iCloud.com account there is an option to sign out of every device you logged into, even a dell xps
there is the same option on an iPad in system presences-icloud account.

but thats iCloud not Apple ID, which I was told are 2 different things.
