I would like to use my iPad to quickly view PDFs but in a tiered Windows folder structure.

It needs to be stored on the iPad rather than some cloud based system.

Something like Sales folder> Brochures > 2023> JetSki.pdf

Is this possible and easy to do? (Hopefully outside of iTunes)
 
Other than Files, you can also download third party apps—as alternative or complementary— like “Documents” by Readdle which offer extra functionality. Any PDF you download from website, messages, emails, USB or even the ones you create can be managed via iOS file system and share sheet.

PDF expert can also be used to organize PDFs, and of course read them. This is a very convenient app for managing PDFs specifically.
