I wanted to move my Photo library from my internal drive on my iMac to an external USB as its too big now.

I did this, following https://support.apple.com/en-gb/HT201517 but it seemed to want to then upload it all again for some reason.

I then decided to copy across the library to my HDD anyway, switched off iCloud and then thought I'd download the 30'000+ photos and videos. However its been going days already so I've abandoned that as well.

So I know everything is in iCloud still (I use iPad and iPhone as well), so is there any way for me to just sync between what's on my external drive and iCloud to save me all this hassle of ether the total upload or download of my library?

I've no idea why this has happened, I followed the above Apple doc, but it didn't work, and now I'm left in limbo.

Supposedly, what you have on the cloud is still yours.
However, you are far from the first person to have trouble making it rain.
Those 128gB SSD's Apple's putting in their New Minis look a lot like a cloud space leasing strategy to me.
Good luck. I'll stick with my 20 plus terabytes of home based spinners for now.
