I would like to be able to sync only recent photos (folders) with iTunes in windows on my iPad. I know there is a way to do this with iPhoto on a Mac but my iPad is sync'd with a pc.

If there isn't, how do you all mange photos on the iPad. Surely you can't sync all your photos. So, do you make a separate folder with photos for the iPad? This seems cumbersome...
 
Well how do you organize your photos on your PC? Does the software you use, if any, let you create albums? iPhoto will let you create an album based on certain criteria, e.g. less than 1 month old. Does what you're using let you do something like that?

Personally, I don't use iPhoto. I just use albums in Lightroom, and export from those albums to a folder set aside for the ipad. Not perfect, but easy enough for me.
 
Can you do something similar to this? I created a smart playlist in iPhoto of photos taken in the past 12 months. I figure even Windows Photo Whatever would allow you to do this, but it may be as sucky as I recall it being.

I don't think you can do it in iTunes. I think you're limited to syncing albums and playlists from your photo library.
