Conditionally, yes. The conditional part is: they have to have been de-linked from any iCloud account and Find My iPad has to have been turned off. Once that is done you can connect an iPad to a computer running iTunes, and then select the button labeled Restore (not Restore from Backup, which is on that same summary page - this is Restore Firmware). At the end of the firmware restore you will be asked if you want to restore data from backup, and you select the other option - Set up as new.
The other thing to keep in mind that a firmware restore will always restore the latest available firmware for that iPad, and you generally speaking can't go back. So if the iPad is currently on iOS 8 and running fine, when you restore firmware it will likely take it up to 10.3, and the iPad may not run as smoothly at that firmware. If you want to keep the iPad on the current firmware, but still get 99% of the benefit of a wipe and install firmware, you can just go into Settings > General > Reset and click on the option to "Erase all content and settings." That will erase all user data and preferences, erase all the non-Apple-supplied apps, all without going through an actual download of new firmware (you'll stay on the current firmware).
