Kirikae+backgrounder will sort of do this. Gotta be jailbroken though. Nothing in the App Store can do this.

Jailbreak has Kirkae (SP) that sorta works...

Yes, it is called Kirikae

... and having Backgrounder will help with having the 2nd app stay open.
