I want an app that can do speech to text that does the job inside macOS and not my voice.

e.x: I am playing PS1 games on openemu and then a cutscene appears that doesn't have subtitles, Is there an app that can turn the voices in the cutscenes into texts.
 
Have you looked at Audio Hijack, it will intercept the audio and now has a speech to text module, not sure you can display the text on the screen in real time if that’s what you're after though?

If you have an Apple Silicon Mac running Ventura or Sonoma, you can use the "Live Captions" feature. It will caption any audio your Mac is playing and display it on the screen.

This looks great but why only for Silicon Mac.
I am planning the get one when the next redesign arrives but I can't wait for that long.

Isn't there any alternative ?
