Is there an easy way to resize photos in OSX?

I am mainly a Windows user and I routinely use MS paint to resize pics, it has a section that lets you adjust the % easily. I just imported some pics into Photos and do not see a way to do this but I am sure I am just over looking it

Out of habit I always use Preview for this sort of thing.

Sorry I am not well versed in OSX, I only use it occasionally, what do you mean exactly?

Open the file with Preview (the default JPG and PDF viewer app) and choose Tools > Adjust Size... > Percent.

Or if you're doing a lot of them you could easily make an Automator workflow using Photos > Scale Images.
