Is there ANY way to setup iCloud without iOS 5?

Hi! I have iTunes 10.5 and the iCloud control panel installed on a Windows 7 PC and an Apple ID that is my hotmail address. I can't log in to the control panel OR to icloud.com. I've gone around and around in circles with the PC setup instructions at apple.com, which seem to say that in order to setup iCloud, you have to have already setup iCloud...

Say what?! There seem to be some anecdotal reports that you have to use an iOS 5 device to setup iCloud, even if you already have an Apple ID, but nothing on apple.com makes this clear.

Does anyone know a way around this? If not, do you think it's possible to use an iPad at Best Buy to set up my Apple ID with iCloud without any adverse side effects?

If you have no IOS devices there really isn't a reason to use iCloud.

What if you have multiple Macs and PCs that want to keep in sync (bookmarks, contacts, etc)? MobileMe does that fine right now but it will be deactivated next year.

Actually, I have 2 reasons:

#1) I want to lock in my desired @me.com address before it's too late.

#2) I want to use any iCloud dependent features of iTunes.
