Is there no way to actually create a playlist except on your Mac?

In IOS, it looks like all you can do is add Apple Music songs/albums to an existing playlist. Am I missing something? It is a real pain to have to go to my Mac and create the playlist on my Mac and then add to it on my iPhone.
