IOS, or Mac OS ?
Wine is a desktop application for Linux, not a mobile application. I think they are creating WINE for ARM processors testing it with android, but it's got a while before it's useful.
Additionally, what applications to you want to run ? Windows apps? Android apps? Linux apps?

iOS. and windows programs. It's a business specific piece of software but i would like to be able to run it on my iPad.
You'd be better off looking at Citrix XenApp or Microsoft RemoteApp to publish the applications to the end user, rather than trying to shoehorn something onto the phone
Do you realize that is like trying to use a screwdriver as a sledgehammer? iOS is completely the wrong tool for the job no matter how you look at it. No reasonable person would try to run a Windows application on iOS.
Your only reasonable solution (as already recommended) is to use an iOS app to connect to a remote desktop of some kind like "XenApp" or Microsoft's native "Remote Desktop" iOS app.
This is going to be used in the field and there usually isn't signal or wifi available to use any of the remote access solutions. And I'd like avoid buying either a surface or windows laptop for the ability to run one program.
iOS CPUs can't run Windows applications in Wine or any other way, so it sounds like your only option is to use a Surface.
