Is this 5.1 or 5.1.1 for iP4 GSM (iPhone3,1_5.1_9B176_Restore.ipsw)

Apple has listed on their developer website and I'm not sure if it's the 5.1 or 5.1.1 for the iPhone 4 GSM.

I can't tell by the file name however it looks like its 5.1 and not 5.1.1

If its not...why wouldn't Apple have the latest 5.1.1 GSM on their site for download?
