iPhone 6s, iOS 10.1.1

When I double-tap (not click) the home button (fingerprint enabled, rest finger to unlock enabled) the screen icons or app workspace move down the screen by about a third. Double-tapping again brings it back up.

Any reason for this?

Reachability, introduced in iOS 8 and the iPhone 6 so you can still use the phone one-handed. You can turn it off under Accessibility.
